Hello, I'm in desperate need of some legal advice about a dog. In the town where I work in Scottsville, Ky. there is a dog I have been helping take care of for about 8 or 9 months now. The owners of the dog, which is a Great Pyrenees, haven't taken care of the dog in years. An elderly lady and her son have been taking care of the dog for several years. He used to be chained on the owner's property but was still the elderly neighbor was having to care for the dog. He would get tangled and couldn't even get to his water and food and was in danger of getting hurt badly because he was chained to parts of a house that had been torn down. The son of the lady was afraid she would get hurt trying to untangle the dog, so he moved the dog to an abandoned piece of property across the street that he was overseer of and chained him to a tree so his mother would be safer for her to care for him. He is approximately 8 or 9 years old if not older and is very arthritic and also very nasty. When it rains, he is in a proverbial mud hole. He's never had a bath or had vet care of any kind. His ears are filthy and red from infection probably from ear mites or just plain filth. I have asked the owner to please let me have him so I can get him off that chain and get him vet care but she refused me. I even offered to buy him from her but still she refused. The local shelter here is nothing but a joke and does nothing to help the animals. Since the dog is not even on the owner's property and not caring for him at all, is there a way I can legally get the dog without their permission? What can I do to save this poor dog from dying all alone and sick on that horrible chain? Please help me!
