DALA is an independent agency established by the legislature to provide a neutral forum for holding adjudicatory hearings in any case in which a party has a right to such a hearing before an administrative agency may make a final decision or take a final action. Cases come to DALA in two ways: (1) by legislation mandating that certain types of cases be heard at DALA; and (2) upon request of an agency, subject to the approval of the DALA Chief Administrative Magistrate and the Secretary of Administration and Finance. DALA assists the parties in limiting and consolidating issues so as to streamline the proceedings at DALA; provides for fair, impartial and timely decisions; seeks to limit appeals to the Superior Court; and expedites the proceedings in those cases that are appealed.- From http://www.mass.gov/dala
